Error message received when connecting to Oracle "Unable to find the dll: "OCI.dll"

I had a saved connection  that was working all year long and now I get this message, I have searched the community and I have Oracle 32 bit installed.

Attached screenshots 

Entered my SQL Statement into my saved connection then ran test query Then I Tried to do another connection but then I get No ODBC DSN's Available. I have checked my ODBC and attached that there are installed 

 

I do not have admin rights for my laptop.

Can you try the 32-bit connections options on the bottom right hand side of the data connections window?
