Equal allocation of excel records across employees

Hi! I have 2 files 

First file is with data which is paired in "Data groups" as shown in table below. 

Second file has list of resources who need to allocated to these data records but we need to ensure that every "Data Pair ID" has 1 resource name allocated and the total number of records should be allocated equally across the employees. 

 

Also the number of employees can be dynamic, for example in this list there are 5 employees, sometimes it can be 4 or 3 as well. 

Will most definitely appreciate any suggestions.

I think this is what you need. I added another resource to test, also made the work allocation random.

We can assign sequence number for each unique "Data Pair ID" then use mod fuction with totoal number of "Primary Resource".
