Dynamic change of formula, based on business rule patterns

Hello alteryx community

I am working on a project where i get 2 file

1)Data rules- This file contains Data rules description and rules

2)Data

I want to create dynamic formulas based on rule pattern

Now every time a new rules comes i am creating a new formula or macro,this is too much work as i have 30+ patterns,

I want to create a dynamic formula which changes on rule patterns.

I have attached sample data and expected results,
