Download Tool Not Outputting File When Workflow is Scheduled

I have a simple workflow that pulls a csv from a URL sftp://ftp.urlhere.com/output/inventory/ and downloads the file to a Google Drive desktop folder. For over a year, it has been scheduled hourly and runs without errors, but recently it has stopped adding the output file to Google Drive.

--It works fine when run manually.
--The Alteryx Service is running.
--The Run As.. setting in the Alteryx system settings has not changed.
--I recently updated to 2022.3.1.395. Thinking it was a peer validation issue with the download tool, I created a PeerValidationBypass.txt file with ftp.urlhere.com and put it in C:\ProgramData\Alteryx. The workflow recognizes the txt file in the results log, but still doesn't output a file when scheduled.

Any ideas what could be happening?
