Been trying to find a solution for this for a while now. I searched I have been able to see this in parts, but not as a whole. This is the link in question (it is public domain, so there's no issue with sharing):

The issue is that I need to import the CSV inside the download file. I can get as far as calling the file from the download tool. Either as indecipherable string, or as a temp file that I don't know what to do with. Is it possible to have this imported through workflow? Don't know what would be the path of least resistance.
Any help would be appreciated.
