Different number of records in input and output files (.txt)

Hello,

There are 589,981 records in output.txt.  Here is the output configuration:

When I try to open the output file using the input tool, the record number was different (590,584).   This is the input configuration:

Could you please help me why the output and input record numbers are different?

I tested several scenarios.  It seems like saving the .txt and .csv file with Quote = "Never" messed up the record numbers.
