Delete rows with date criteria

Hi, I have a data file that requires deletion of any rows that have "Referral Date" after the end of the reporting month. For example, If the report was generated on the 1st of November for the October reporting period then any referral dates from 01/11/2018 should be deleted.

How do i go about doing this please. Thanks.
