How do I determine that day of the year?  For example today, September 3, 2019 is the 246th day of the year.

If you have a date field use,
Datetimeformat([field1], '%j')

Here's the formula that includes the formatting:

DateTimeFormat(DateTimeParse("September 3, 2019","%B %d,%Y"),"%j")
