DateTime Parse Tool Broke (?)

I've been using datetime parse tool for awhile to convert strings to dates but I've just recently upgraded to 2019.1 and it looks like it's broken a lot of them? I'm not sure if that's the reason but it seems to line up with when this issue occurred. Is there a new way that it works?

 

In the below screenshot, it's reading 04 as the month but the ouput says that 01 is the month. It's happening across my entire workflow.

mm stands for minutes.

 

Try MM and it should work (which stands for months).
