Data Transform OR transpose

Hi,

Need help with something particular, I think it could be solved by using transpose but there is still some steps that i want to perform additionally.

Below is the data and how i want it to be in output

WHOATC  COUNT                                L-198, M-203, A-386

L                198

M               203           Transform to 

A                387
