Creating a table to count data, using a field needing to be split into 2 in the table

Hello, I trying to replicate a table in Alteryx which has been created in excel using COUNTIFS formula. I need what is currently 1 field, split into 2 to be able to count 2 different 'rate groups' per 'issue'. 

Snip and dummy data (including formulas) are attached.
