Conditionally creating a new row? (weekly challenge 20)

Hi Everyone!

I am currently trying to complete weekly challenge #20. 

I have put an illustration of what I'm trying to do below, I basically want to, for all the "phone" fields that don't equal 0, move the phone number to a new row below the address it currently sits next to. I hope the illustration makes sense. 

I am fairly new to alteryx so I'm not sure if I should be using the Generate row tool or one of the formula tools but I've been playing about with them and haven't got anywhere so far!
