Condition formula for using on text or excel file

Hi All, 

 

Is there anyway to write the condition on text or excel file and that  file to take as a input on alteryx workflow. When workflow is running need to take the condition from text or excel and apply the data.

there is also a dynamic formula tool as part of the crew macros, but not sure of the use case
