Concatenate cells based upon adjacent cell

A sample of my data is below:

I would like to concatenate all location numbers that have the same acronym.  So the output I am looking for would be the following:

NOS	0654; 1661
NOSM	0654
NOSW	0654
PAA	0636; 0654; 0781

What is the best way to do this?

summarize tool - group by acronym. concatenate location no. - set ; as your delimiter.
