Concat Down

Need a little help.  Reference input and output examples below.  I want to clean and concat (down).

Similar solution to @apathetichell but potentially more flexible depending on the variety of recipients and programs in your data set.

Both solutions work.  The first solution does what I originally asked. The second solution works better for my particular use case (and my revised question). Thank you both.
