Complete groups in a table in a specific order

Hello everyone,

I need your help to resolve this task.

I have to complete the groups in this table in the null rows by complying with these requirements:

1-I must have three groups with the same number (four groups of 1,four groups of 2 and four groups of 3)

2- I have to start by completing the first group then the second and finnaly the third one to have this result:

Using "Generate Rows" and some creativity would be the key to the solution ^.^
