Comparing data to see if they Equal

Hello! 

 

I'm trying to see across different codes if a rate is the same.  I don't want to take the average, I just want to flag if something is equal (or unequal).  I've attached what I would like to output to be.

We can use the "Count Distinct" function in the Summarize tool. If the distinct count is 1 than meaning it is equal else Not Equal.
