Charting Tool Y-Axis scaling/ranges

I have a bar chart all set but I would like to change the Y-Axis range. It is currently using a range of 20,000 and I would like to experiment with this range manually. Where can I edit this range in the Interactive Chart Tool?

I found this, but this controls the min and max of the Y axis. I was hoping to control the ranges in-between each data point on the Y-axis. For example the Y axis range between points is 0, 20, 40, 60, 80 ,etc....ending at 160.  I would to go from a range of 20 to 40, so  the Y-axis would read 0, 40, 80, 120, 160.

There is Spacing option at the bottom of my snapshot and make sure the data for Y-axis is numeric.
