Assistance needed to restructure .txt data

Using the attached .txt file as an input, is there a solution for re-arranging this data into a more structured table format within Alteryx?  Ideally, the records would be organized as I have displayed within the attached spreadsheet labeled "Desired Layout".  Thanks.
