Assistance in segregating the TB data

I have attached a file below which has an input tab and an output tab. Please can someone help me with this. I have to arrive at the output data shown in the file.

Thank you so much for your help and the quick response.  

I just had one question in the 2nd formula tool, can the formula instruction be more general so that all the GL starting with "2" are in negative. Currently it is based on the word Payable. However, as mentioned this was just a sample, I have other accounts which do not have the word payable but still I want to have those balances in negative. I have attached another input and ouput file below for your understanding.
