Allocated bookings

We are looking for a workflow to allocate staff to certain jobs based on their weekly availability. The data that we have are as below

1- list of job request by week and by staff grade
2- list of available resources by week including staff name and grades

what function or workflow can we use to assign staff to a job based on their weekly availability and their job requirement (i.e. grade).

Our challenge is if a staff is assigned to a job on a certain week how do we prevent the same staff from being allocated to another job within the same week?
