Adding a cover page to an existing pdf file

I have a set of pdf files (unique file name) and an excel workbook containing PDF file name and data to be added to new page (cover page) to the existing PDF file.

Is there a way I can use Alteryx Designer (without PDF utility)

I have attached sample files for reference

you cannot do this without coding it (python/powershell/r etc) or using intelligence suite. I personally would recommend coding this.
