Adding A New Row & Summarizing Columns Under Each Header

I am trying to recreate an import file I used to create using the pivot function in Excel. Basically, I need it to look like this:

Here is the sample data I am working with which includes a tab with what the file should look like. I am close but basically need help adding the row that identifies the tax type with a another column underneath that summarizes the tax amount and nontaxable amoun

@FabianAvina It would be helpful if you posted what you currently have or advise as to what you're joining on and what each tab is for.

 

But from what you have, it sounds like you are going to want to use a Multi-Row formula.
