Accents for Names is appearing with odd characters

 have an HR File with First and Last Names. Some of them are coming through my reporting out (I don't have a way to modify this easily) with odd representation for letters with special accents. etc.

For example, a first name shows up like this 

Markéta

But it should look like this. 

Markéta

I would like to try not have to create a formula that accounts for all possible combinations of special characters globally. Is there a quick fix?

The string with UTF8. I have attached a macro which should decode it back.

I tested quickly on mine and seemed to work
