Hello, 

I am trying to create a new column through formula tool. This column should be always 0 as there are no data recorded for it. How can I do that, without having nulls as well.

If I understand your question correctly, you can use a formula tool to create that new column and populate it with 0s

Adding to @AngelosPachis's solution, if the column already exists, you can use the Data Cleansing tool to replace null values with zeros
