"Create" button is not showing on the Connect UI for some user

"Create" button is not showing on the Connect UI for some users even when they have the correct access rights set. In fact one of the user is a super user with admin rights.

 

This issue has appeared suddenly. Has anyone else experienced this? 

 

We tried both Edge and Chrome, same behaviour.
