Please help in combining these 2 files

I have been able to correct data in Categories file using Text to Columns.

The data file is the one I am struggling with; I have tried transpose and cross tab but didn't work. After cleaning the data I have to combine the 2 files, please help.

Try the following configuration. In the Transpose Tool, select Info_Category as your key column. In the Text to Columns tool, select Split to Rows. Then join on the ID's with a Join tool.
