Global setting for disabling Public attribute on all workflows in a gallery

Given the security and privacy concerns, we'd like to disallow users from making any workflows "public". I suppose that this should be a global setting that can be tuned on/off to allow/disallow Public workflows in the gallery.

Thank you for your submission to Community Ideas. The gallery is a public space for people to share and download workflows by the Community, for the Community. The functionality you are seeking could be provided using Alteryx Server!
