Enable Events email - not all emails in TO received the email

Created a workflow to send notification after completing the workflow.

I have placed 15 recipients for this email notification.

Every time the workflow completes, only 9 recipients are included in the email.

Possible the email function can also cater to maximum 9 email recipients??

Can you post the workflow with some scrubbed data/ email addresses?
