I'm looking for Alteryx Server 2021.3 download link to prepare a test environment to upgrade from 2021.3 to 2023.1. But the earliest version I can find in licensing portal 2021.4. Is there way to get the download link for 2021.3?

you need to reach out to the fulfillment team. They are able to provide the versions. You can reach them via email fulfillment@alteryx.com

The old versions are not available for direct download anymore as they are out of support.
