Here is one way to do this with the formula tool:
IF Contains([Row Labels], " - ") OR Contains([Row Labels], " – ") THEN REGEX_Replace([Row Labels]," [-–].*", "") ELSE REGEX_Replace([Row Labels], "\s\S+$", "") ENDIF
