Output tool error - file locked because it is in use by another process

I have a workflow that writes to one Excel worksheet in three different sections (using a template). I have Block Until Done tools in place and it has worked for the past 5 months. Suddenly, I can't do this and nothing has changed in the workflow. It's like the Block tools aren't working. How to troubleshoot?

Problem solved. I added a container to isolate one leg of the workflow and minimized it. The workflow still threw and error but it was more accurate. There was a formula in one cell of my template and Alteryx couldn't overwrite that cell.

I can open the file and nobody else has it open. I noticed yesterday in another workflow that worksheets were written in the wrong order in an Excel file despite having Block Until Done tools in place. I think it's an issue with the tool itself. Is that possible?
