How to change variables to be dynamic with dates ?

Im creating upper and lower boundaries to identify for outliers. However, my biggest issue right now is making the values of the upper and lower boundaries dynamic. Right now they are the same value for over 10,000 rows and in order to be accurate, each date needs a different value because each date has a different value input. That being said, how do i make it so that my upper and lower boundaries can change as the date changes ?
