I have the data as in Tab one of the attached...I'm trying to run through a flow so that the output looks like Tab 2...any ideas? The number of questions can be any number, the Options are always 10 but not all are populated.

Hi SteveAs i understood it, you want to got from the "Event pool" sheet layout to "Sheet 1"if thats the case, i think transpose is your friend, see the screencap below
I would also have suggested to use the traspose tool and then a select tool to rename your columns.
