How to stack data within multiple columns

Any ideas on how I can stack similar data within multiple columns in one data set?

I have a file with with the personal details (First Name, Last Name, DOB & Gender) within multiple columns for one ID#. Refer to the attached worksheet 'data received'.

I would like each person to be stacked with their ID#.  Refer to the attached worksheet 'desired output'.

I don't say that it is the best solution for the problem but I like to show that sometimes you can use a simple solution to solve your problems:

Definitely, it will not be simple if you will have hundreds of columns like that.
