Transforming and Summarizing Datasets

Question

I will use insurance claim experience records for a group health insurance policy for three underwriting years and I to extract the amounts shown next to each Accident Month and summarize them with regards to the Inception Date of the policy.

How to get the out put in the sample， thanks
