The goal here is to get the result in column D. There will be more current regions and current offices but I wanted to provide a small sample. The emerging market offices are in yellow and for now those will not change. Can you help with getting column D using Column A & B?

I was not sure on the logic needed. But what I like to do when I have to compare a list with different values is to use text inputs for the list and the target. See below
