Is it always the case that if I use the multi-row formula tool, it won't allow me to output more rows than input in the tool?
Or is there any other tool that have the same restriction?
Multi-row formula tool by design will always output the same number of rows as the amount coming into it. If you are looking for a tool to generate rows, you might want to look at the Generate Rows tool.
