verifying addresses

I need to find a way to find out which people do NOT have a street name , city, state, or zip within their address

I can parse our zips and states for sure but how could I verify if someone has a street and city since all the characters and also numbers of addresses will all be different ? 

Ex. 346 sksdbij ln, sfuios, NY, 14537

46723 gidgndfin st, neuigneg, IN, 47563

34 idfbnog rd, goebngoengo, TX, 57869

     igbsf rd, hg9wgn0i, OR, 68474

Could you use a custom filter expression?

REGEX_Match([Field1], '^.+?,.+?,.+?,.+?$')
