Calculate previous rows with condition as sumifs function in excel

Could any one help me with this calculation formula? I need to calculate in column 3, but have no idea how. column 3 formula in excel would be like this:

I needed to sort the data by customer ID but I hope this isn't an issue.

If it is please let me know and I will use Record ID to sort it in the previous order.
