Unusual zip code ranges, singular, rest of state or entire state

I have a .xlsx file with state and first 3 zip codes, but also has "rest of state", "entire state", "entire area", "International" and an assignment column. When it does have first 3 zip code, the codes can be listed as 350-352, 362 etc. How can this be made to represent every 5 digit zip code for the state and keep the assignment value?
