Dividing income based on ratio

Hello All,

I am a new user. I have a question. Attached file has some ratio by state(tab 1) and Name, Income type and Amount (tab 2). How can I divide the income to each person by income type using the state ratio? I know it is a broad question. However I am trying to get some idea to get started with it?
