Removing first instance based on condition

I have two columns - Filer EIN and Member EIN.  If Filer EIN and Member EIN are equal, I want to remove the first record where they are equal. In the example below, I'd be left with records 2,3, and 4.  I tried using the multi-row formula tool, but always get tripped up with this.  Thanks!

	Filer EIN	Member EIN
1	11-1111111	11-1111111
2	11-1111111	22-2222222
3	11-1111111	11-1111111
4	11-1111111	33-3333333
