Adding column and moving selected data

I am trying to take data in a column and move some of the data to a new column and then fill down.  Here is what I am trying to do:

• Create new column
• Move FAST: Medium: Slow: to new column
• Fill down item description next to Fast, Medium, Slow for each P100, P200, etc.

I have also attached the sample data package.
