Regex Parsing strings that includes delimiter

I have a table with large number of rows that includes Employee Names, and Title. The value in the Title column may or may not include comma, comma is also being used as the delimiter, is there a way to parse this?

Title,Employee_NamesCSE I - OUTBOUND,PETER ZHAOLOYALTY CARE REP,LILY LEECUSTOMER ACCOUNT SPC, MULTI,IRVIN HO

Desired output

TitleEmployee_NamesCSE I - OUTBOUNDPETER ZHAOLOYALTY CARE REPLILY LEECUSTOMER ACCOUNT SPC, MULTIIRVIN HOLOYALTY CARE REP,MULTILILLIAN WANG

To note, there may or may not be a space after the comma for Titles that include commas.
