Alteryx Server Usage Report Error

Trying to run the report and getting an error:

• Server 2018.4
• Win2016
• Errors happen if I run locally on the server or remotely
• Have tried localhost, 127.0.0.1, ip address, server.domain.name ... all with same results

If I use the "Admin Password" I get:
