PDF file will not import

I'm trying to import a PDF file.  I have done this successfully with other files using a doctotext tool or using R script.  This file, however, does not import anything.  It's as if the file is blank.  I don't know if it's due to the fact that the file has a landscape orientation or something else.  Can someone help me with a solution?

What it looks like to me is that your PDF is an image and not text. Then the R tool won't work. 

A good way to check this is that if you open your PDF and can't highlight anything on it, it's not text.
