Split Multiple Rows with empty values into Columns

Hi,

i'm trying to output the below result, but looking at some posts and banging the wall, decided to ask for help.
The intention is to output the upper rows, Region and Country, as columns. A pic with the Intended result is attached, as well as the workflow. The intention is this to work for as many columns/rows as possible.
