Upgrade from 2024. to 2025.1 causing configuration issues with Input Data tool loading Excel.xlsx

a recent upgrade from a 2024 version of the Designer Application to 2025.1 has caused a problem with the configuration of the Input Data tool used to load an Excel.xlsx file. Increasing the "Start Data Import on line" by one row resolves the problem but is there perhaps a user setting somewhere that can be set globally so that it doesn't have to be resolved on individual workflows?

I checked the 2025.1 Designer release notes and I couldn’t find a known issue that explicitly says the Excel Input Data tool has an off-by-one issue with the “Start Data Import on line” setting.

However, there is a related fix in Designer 2025.1 Patch 3 / version 2025.1.2.165:

GENG-5353 - Input data configuration is lost when switching between the tool and canvas

So, if you are on an early 2025.1 build, I would first test the workflow on a patched 2025.1 version, preferably the latest available 2025.1 patch.

I also don’t see a documented global user setting that changes the default “Start Data Import on line” behavior for all Excel Input Data tools. User Settings cover things like sort method, date/number display formats, code page, AMP defaults, etc., but not a global Excel row-offset setting for Input Data.

A couple of tests I would suggest:

1. Check the exact Designer build where the issue occurs.
2. Test the same workflow in a later patch.
3. Create a minimal workflow with only one Input Data tool pointing to the same .xlsx file and compare the behavior between 2024.x and the patched 2025.1 version.
4. Confirm whether the issue happens only with specific Excel files, for example files with merged cells, hidden rows, filters, blank first rows, named ranges, or formatting above the header row.

At this point, it looks more like something to validate against the latest 2025.1 patch rather than something that can be solved with a global Designer setting.
