Multi-Row Formula Help

I can't quite get my head around the Multi-Row formula tool for my data. I'm trying to keep only one of two rows of data per employee per range of dates. The image below shows the input data with the values I want to keep highlighted yellow.

Attaching data that has a tab for the desired output as well.

I would also go with @flying008 approach but with an additonal Sorting tool to make sure.

What are the criteria that defining how to select the correct values?
You did highlight several values however did not explained the reasoning why these numbers were selected.

Whoops, sorry about that - I would always want to keep the row for Supplemental STD, and if there were two rows per person per date range, I need to keep both supplemental rows for each date range.

Thank you for the additional information.
Then we can one additional Flag "Rank" put 0 for Program containing "Supplemental STD" else will 1 then do a sorting.
